Putnam Grand Jury Returns 36 Indictments

Putnam County Prosecuting Attorney, Kristina D. Raynes, reports thirty-six (36) indictments were returned by the November 2025 Term Putnam County Grand Jury alleging forty (40 ) persons committed one hundred and fifty-seven (157) felonies and thirty-six (36) misdemeanors. The following is the last known address and offenses for which they were indicted.

Steven L. Adkins, Crown City, OH – Fleeing from a law-enforcement officer by means other than the use of a vehicle, fleeing from a lawenforcement officer in reckless indifference to the safety of others, and person prohibited from possessing a firearm

Jessie A. Arthur, 96 Marina Park, Hurricane – Burglary, destruction of property, and petit larceny

Brandon C. Bailes, Charleston – Gross child neglect creating a substantial risk of serious bodily injury, driving in an impaired state, second offense, and driving impaired with an unemancipated minor

Gregory A. Bryan, St. Albans – Kidnapping, conspiracy to commit kidnapping, malicious assault, and conspiracy to commit malicious assault
