Circuit Court Judge Phillip M. Stowers administers the oath of office to Stephanie Smith at the Putnam County Judicial Building on Friday, December 16. Smith was elected Circuit Clerk to a six-year term in November. Her term begins January 1st. Smith is currently Office Manager and Chief Deputy Circuit Clerk.
