COUNTY COMMISSION NEWS: All Dogs at Animal Shelter to Be Relocated

The 2023-2024 fiscal year for all governmental entities ended at midnight on June 30th. The Putnam County Commission closed the books on 2023-24 at its June 25 meeting with a number of bookkeeping transfers.

In other business, the commission signed a contract agreement for floor replacement at the Putnam County Animal Shelter which will require the removal of all dogs from the shelter between July 8 and August 8. The $63,500 project will be funded by a $26,000 grant and $37,500 in county funds.

The commission also approved an agreement for the Kanawha County Humane Association to provide supporting services to the PC Animal Shelter for six months at a cost of $2,500 per month. A previous agreement with the Humane Association called for services totaling $4,000 per month.

The closing actions of the commission included the approval of transfers from the Putnam County Criminal Justice Fund to the Putnam County General Fund; from the Fiduciary and Home Confinement Funds to the General Fund; disbursements for the first quarter of the coming 2024-2025 fiscal year from the General Fund to Development Authority, Parks & Recreation, Libraries, and Community Corrections; transfer from the General Fund to the Health Department for an annual contribution, transfer from General Fund to WVU Extension Service for annual contribution, transfer from General Fund to Advantage Valley for annual contribution; transfer from Magistrate Court Fund to General Fund for office rental; payment from General Fund of orders submitted by WesBanco; payment of orders from the Building Fund to Silling Associates and Verispec Inspection Services; payment from Hotel/Motel Tax Fund to Visitors & Convention Bureau, Parks & Recreation, and Recreation Enhancement Fund; a payment from Technology Fund to Alpha Technologies; payment from American Rescue Plan Fund to WVDOH; a payment from TIF Fund to WesBanco; and payments from Jim Ridge Waterline Extension Account to the State of West Virginia.

The commission also approved the following appointments: Kathie Hess Crouse, Robert Sydenstricker, and Rebekah Withrow to the Convention and Visitors Bureau; Nathan Clendenin to the Fire Service Board; Mark Stohl as Citizen Rep to RIC; Jason Asbury to the Solid Waste Authority; and Veronica Parkins to the Library Board.

The commission signed a Letter of Support for a grant application by the City of Winfield for sidewalk replacement in front of the courthouse.

The next county commission meeting will be Tuesday, July 9th.
