Chamber of Commerce Presents Annual Community Service and Leadership Awards

The Putnam County Chamber of Commerce presented Lowell Wilks with the Mayo Lester Community Service Award and Justin Williams with the Putnam CREW Young Professional for Transformative Leadership Award at the Chamber’s annual dinner on January 31st.
Lowell Wilks was honored for his decades of dedicated leadership in preserving and enhancing the Rivers to Ridges Heritage Trail. His tireless efforts in spearheading improvement projects, particularly in often-overlooked areas, have significantly shaped the landscape from Nitro through Putnam County to Point Pleasant.

As the founder and longtime leader of Rivers to Ridges, Lowell has worked hand-in-hand with numerous community organizations, including Putnam County Parks and Recreation, Putnam County Tourism, the Nitro and Mason County CVBs, and many others. His projects have included restoration efforts at the Historic Hoge House, enhancements at Mitchell’s Grove (Hometown Park) and the Norman Nature Preserve, and vital collaborations with local wellness and tourism initiatives.

Notably, Lowell’s commitment to the organization has gone beyond leadership—he has consistently prioritized its financial stability. Though he has recently transitioned to a semi-retired role, his continued involvement guarantees that Rivers to Ridges will remain a community treasure for generations to come.

The Mayo Lester Community Service Award is a well-deserved recognition of Lowell’s unwavering dedication, and we are honored to celebrate his remarkable contributions.”

Justin Williams was honored for his exceptional leadership and service to Putnam County Parks and Recreation. As a longtime advocate for the county’s park system, Justin has played a critical role in ensuring its financial stability, maintaining its facilities, and fostering partnerships that have expanded its reach and impact.

Starting as an employee and working his way up to co-director and now director, Justin has navigated challenges with a calm, humble, and determined approach. Under his leadership, the parks have transformed into thriving community spaces while operating on a modest budget. His commitment to collaboration has been evident in his partnerships with organizations such as Rivers to Ridges Heritage Trail and Putnam County Tourism, allowing for key improvements that may not have been possible otherwise.

Beyond his work with the parks, Justin is also the founder of the Film Futures Foundation, an initiative designed to connect filmmakers with resources and bring creative opportunities to the region. Additionally, he has been a steadfast community partner for numerous nonprofit organizations, ensuring that the park facilities remain accessible while maintaining fiscal responsibility.

The Mayo Lester Community Service Award was the first annual program established by the Chamber of Commerce. Given annually to an individual who has excelled in community service to Putnam County, the award was named after one of the Chamber’s founding members and first Chairman, the late Mayo Lester.

The Young Leader Award is a honor established by the Putnam County Chamber of Commerce at the request of Putnam CREW. As a committee dedicated to the younger professionals that live and work in Putnam County, Putnam CREW believes it is never too early to start making a positive impact in the community. This award recognizes the qualities of leadership and dedication to the goal of making Putnam County a better place to work and live.
