City of Hurricane Looks to Annex Culloden Properties

Annexation was the business of the day at the March 2 Hurricane City Council meeting. Council held the second reading of ordinances which bring 3.02 acres at the junction of Teays Valley Road with Mt. Vernon Road (The Garage) and 6.78 acres located to the rear of Go-Mart at the I-64 Teays Valley exit. The owners of both properties requested to come into city limits. The annexations must be approved by the Putnam County Commission and are projected to be acted upon at the commission’s March 10 meeting. Construction of a new restaurant is planned for the Go-Mart property.

Council also held the first reading of an ordinance which will bring 14.53 acres at the intersection of U.S. 60 and Virginia Avenue in Culloden into Hurricane City limits. The two property owners (Meeks Rentals and Bill Hatcher) requested that their properties to be annexed into the city. Both parcels are within the bounds of Cabell County and must be approved by the Cabell County Commission following a future second reading of the ordinance of annexation by the Hurricane City Council. The annexation does not involve the Food Fair or Fisher Auto Parts properties.

In other business, council approved waiving a portion of the Permit and Impact Fees requested by Ridge Landing Luxury Apartments. Council also approved changes to city code which clarify definition of terms and state procedures which are in effect.

Council approved a variance which allowed a garage roof to exceed the 12-foot limit set by code.

City manager Andy Skidmore informed council that the ball fields at Bridge Park have been rented out for every weekend, March through November, except for one weekend. Skidmore said that engineering studies are underway for an emergency access bridge which will connect Lower Bridge Park (Football Field area) with Upper Bridge Park (Putnam County Bank Sports Complex).

Council approved the following appointments: Michael Black to the Municipal Planning Commission, Jody Ogle to the Police Department Promotion Board, and Filip Vlasic to the Hurricane Development Authority.

There will be a Special Council meeting on March 23rd at which the budget for the 2026-2027 fiscal year will be approved. The next regular council meeting will be Monday, April 6, at 6:30 p.m.
