Grand Jury Returns 47 Indictments

Putnam County Prosecuting Attorney, Kristina D. Raynes, reports that forty-seven indictments were returned by the March 2026 Term Putnam County Grand Jury alleging fifty-five persons committed one hundred forty-four (144) felonies and thirty-five (35) misdemeanors. The following is the last known address, and offenses for which they were indicted.

Thomas E. Adkins of Parkersburg – Fleeing in a vehicle from a law enforcement officer in reckless indifference to the safety of others, driving on a revoked license, second offense and obstructing an officer.

Nickolas P. Artherhults of Huntington – Fleeing in a vehicle from a law enforcement officer in reckless indifference to the safety of others.

Katie N. Arthur of Nitro – Grand larceny

Tara J. Ashby of Hurricane – Sexual assault in the third degree x4, sexual abuse by a parent, guardian, custodian or other person of trust x12, and soliciting a minor via computer.

Kenneth Barker of Charleston – Person prohibited from possessing a firearm, operating a motor vehicle without a valid registration, and driving on a suspended license.

Wesley E. Bias of Hurricane – Breaking and entering and destruction of property.

Ayondela Boone of Nitro – Possession with intent to deliver a controlled substance x3, conspiracy to commit possession with intent to deliver a controlled substance x3.

Taylor C. Broyles of Charleston – Shoplifting, third offense.

Clark M. Burdette of Culloden – Driving under the influence of alcohol, third offense and refusal to sign a fingerprint card.

Marcus Burdette of St. Albans – Wanton Endangerment, person prohibited from a firearm, brandishing a deadly weapon, discharging a firearm within 500 feet of dwelling, and use of a firearm during the commission of a felony.

Jeremy W. Byers of Culloden – Fleeing in a vehicle from a law enforcement officer in reckless indifference to the safety of other, driving on a revoked license, third offense x3, possession of a controlled substance.

Lucas D. Caldwell of Poca – Driving on a suspended license, third offense, possession with intent to deliver a controlled substance x3.

Tarr Carr of Winfield – Embezzlement.

Carl E. Casto of Cottageville – Fraudulent scheme x2.

David A. Chamberlain, Jr. of St. Albans – Shoplifting, third offense x2.

Anthony P. Chandler of Frazier’s Bottom – Destruction of property, grand larceny, and distribution, exhibition, or possession of a material depicting a minor engaged in sexually explicit conduct.

Christina R. Conley of St. Albans – Grand larceny and conspiracy to commit grand larceny.

Rusty E. Cremeans of Culloden – Shoplifting, third offense x3.

Robert C. Elswick, Jr. of Nitro – Grand larceny and conspiracy to commit grand larceny.

Lyquell J. Gilbert of Atlanta, Georgia – Possession intent to deliver a controlled x3, conspiracy to commit possession with intent to deliver a controlled substance x3.

Jason A. Grant of Hurricane – Distribution, exhibition or possession of material depicting a minor engaged in sexually explicit conduct x5.

Crystal D. Hailey of Fairview, Tennessee – Breaking and entering x3, conspiracy to commit breaking and entering x3, grand larceny, and conspiracy to commit grand larceny.

Cecil L. Hensley of St. Albans – Strangulation, domestic battery and unlawful restraint.

Garrett L. Hinckley of Charleston – Grand larceny and destruction of property.

Dylan M. Jividen of Buffalo – Burglary, breaking and entering, and grand larceny.

Kristopher W. Kile of Nitro – Receive or transfer stolen goods and possession of a controlled substance.

Timothy J. Luikart of Liberty – Fleeing in a vehicle from a law enforcement officer while under the influence of alcohol and fleeing in a vehicle from law enforcement officer in reckless indifference to the safety of others.

Dylan J. McClanahan of Poca – Distribution, exhibition, or possession of material depicting a minor engaged in sexually explicit conduct.

Judy R. McComas of Belle – Fleeing in a vehicle from law enforcement officer in reckless indifference to the safety of others, fleeing in a vehicle from a law enforcement officer while under the influence of a controlled substance, driving in an impaired state, transferring or receiving a stolen vehicle, possession with intent to deliver a controlled substance, obstructing an officer, and refusal to sign a fingerprint card.
