Putnam County Grand Jury Returns 31 Indictments

Putnam County Prosecuting Attorney, Kristina D. Raynes, reports that thirty-one (31) indictments were returned by the July 2025 Term Putnam County Grand Jury alleging thirty-five (35) persons committed one hundred and seven (107) felonies and seventeen (17) misdemeanors. The following is the last known address and offenses for which they were indicted.

Kayla D. Ashworth, St. Albans – Conspiracy to commit embezzlement, fraudulent scheme and conspiracy to commit fraudulent scheme

Joseph D. Cassella, Charleston – Possession with intent to deliver a controlled substance and conspiracy to commit delivery of a controlled substance 

Thomas Chapman, St. Albans – Burglary and grand larceny

Samuel J. Coffman, Sissonville – Breaking and entering, destruction of property x2, and grand larceny

Michael G. Conley, Chapmanville – Driving on a revoked license, third offense

Terrill D. Crawford, 3710 37th Street, Nitro – Sexual assault in the first degree x 36

Matthew Daly, 1255 Crooked Creek Road, Scott Depot – Sexual assault in the second degree x2 and sexual assault in the third degree

Timothy J. Drafton, 393 Winfield Avenue, Apt. 3, Winfield – Strangulation and domestic battery 

James A. Dyer, Dayton, OH – Transferring or receiving a stolen vehicle 

Travis M. Edmonds, Milton – Possession with intent to deliver a controlled substance 

Cody M. Hall, #6 Bishop Court, Poca – Burglary and petit larceny 

Kevin W. Hedrick, 121 Dodd Street, Poca – Driving in an impaired state, third offense 

Darian T. Hensley, Huntington – Obtaining money by false pretense, attempt to obtain money by false pretense, possession of a controlled substance 

Cole L. Ison, Crown City, OH – Intimidation of and retaliation against a public officer, battery, refusal to sign a fingerprint card, and obstructing an officer 

Brooke N. Kessler, 301 Charles Court, Hurricane – Murder of a child by parent by refusal or failure to supply necessities to wit: medical care, death of a child by a parent, guardian or custodian or other person or person in a position of trust by child abuse, child abuse resulting in serious bodily injury, child neglect resulting in death, and malicious assault

Jacob G. Rodney D. Lucas, Charleston – Possession with intent to deliver a controlled substance, conspiracy to commit delivery of a controlled substance, and driving on a revoked license

Shelby E. Pole, Tampa, FL – Obtaining property and money by false pretense, conspiracy to obtain property and money by false pretense, counterfeiting, and conspiracy to counterfeit 

John R. Ponder, Tampa, FL  – Obtaining property and money by false pretense, conspiracy to obtain property and money by false pretense, counterfeiting, and conspiracy to counterfeit

James V. Rambo, 70 Pine Cove, Poca – Driving on a revoked license, third offense

Krystal D. Rectenwald, 882 Scott Depot Road, Scott Depot – Embezzlement, conspiracy to commit embezzlement, fraudulent scheme, and conspiracy to commit fraudulent scheme 

Christopher R. Ross, 615 Conner Street Hurricane – Possession with intent to deliver a controlled substance x 2 and driving on a suspended license 

David S. Skea, San Diego, CA – Transferring or receiving a stolen vehicle, driving a motor vehicle without a valid driver’s license, and improper use of registration plate 

Curtis E. Smith, 100 Ridge Run Road, Culloden – Attempt to commit breaking and entering, fleeing from a law enforcement officer by means other than the use of a vehicle, and obstructing an officer

David T. Smith, 5535 Sycamore Ridge Road, Hurricane – Fleeing in a vehicle from a law enforcement officer in reckless indifference to the safety of others and fleeing in a vehicle from a law enforcement officer while under the influence of a controlled substance

Christian G. Thornton, Cross Lanes – Possession with intent to deliver a controlled substance x3, person prohibited from possessing a firearm, and felon in possession of a concealed firearm 

Danielle N. Utt, 39 Sycamore Road, Hurricane – Possession with intent to deliver a controlled substance and driving on a suspended license, third offense

Further, pursuant to Rule 3.6(b)(6) of the West Virginia Rules of Professional Conduct governing attorneys, the fact that a defendant has been charged with a crime, is merely an accusation, and that the defendant is presumed innocent until and unless proven guilty.
